It depends on the parent numbering tag's autonumber setting! If the chapter number tag were just an incrementing number: H:<n+> then I'd expect your layout to continue the paragraph numbers regardless of chapter number. However, if your chapter number tag is set to H:<n+>< =0> then the placeholder (< =0> resets the counter for the figure numbers every time a chapter number paragraph tag occurs. Now, WHY you're not experiencing flaky behavior between the different flows, is a mystery to me. It's my understanding that Frame numbers linearly within a flow, and treats separately inserted text frames after it's numbered the main body flow. But that's just working from memory of previous discussions and probably before the Frame 5.5 release.
