The solution is to stop putting figure titles with autonumbers in text boxes within anchored frames. If you want to put separate figures side-by-side, put the anchored frames into adjacent table cells of a 1-row, 2-column, unruled, untitled table. Graphics should never be anchored to paragraphs containing text. They should always be anchored to an empty paragraph having a special tag with an appropriate tag (e.g., GraphicAnchor). This paragraph format establishes the space above. The Next Paragraph setting for this tag should be FigureTitle, (whose format specifies Keep With Previous, the Space Above/Below and autonumbering format) that appears below the anchored frame. Consequently, the empty anchor paragraph, the anchored frame, and the figure title will always appear on the same page, and the spacing above/below the anchored frame and the space below the figure title will always be consistent.
