Convert the XML to SGML and import into FM+SGML. The XML-to-SGML conversion
involves one major operation:

Unicode characters that correspond to ISO character set entities must be
converted to the applicable entity references. Tables for accomplishing this
are available. This operation is necessary no matter what method is used to
get the data into an FM-compatible format, since neither FrameMaker nor
FM+SGML can read Unicode (that applies to the new V6.0 release as well as
current releases)
