Here are the docs on it: http://openjade.sourceforge.net/jadedoc/index.htm It's based on James Clark's Jade code, which is a real solid foundation... It sounds like it does exactly what you want. And since it's Open Source (BSD-type license, not GPL), you can always tweak it (in C++) if you need it to change a bit. This might be the good answer for those who want to bring XML into FrameMaker without investing in FM+SGML. I'd be interested in hearing about any experiences Framers have had with it.
