Frame below

Hi there,

I am trying to underling a paragraph, but I want the line below the
paragraph to be closer to the paragraph text as the default framemaker
settings.

I have tried fiddling with space below and above and the line spacing, but
I cant seem to get the line closer to the text. The line is on an extremely
small frame on the reference pages.

Any tips on how to do it?
