In order to make searchable Japanese PDFs, you must embed the double-byte fonts. In order to embed said fonts, you need the Japanese version of Acrobat. I avoid this by setting my printer driver (I use Adobe 4.2.4) to print the double-byte fonts as outlines. The bookmarks still show up in Japanese (though if you open the PDF in an English OS you get the same message). The file will be huge, but viewable on any system, as the fonts are essentially being interpreted as graphic objects.
