Tempe, The public identifier in the quoted error message is indeed erroneous. This is an SGML error, not one specific to FrameMaker+SGML. A formal public identifier begins with an owner identifier which is one of 1. An ISO publication number 2. A registered owner identifier in the form +//owner-name 3. An unregistered owner identifier in the form -//owner-name Since there are very few registered owners, I suspect you are missing the hyphen at the beginning of your FPI.
