But that leaves you at the tender mercies of the government regulators, who
could come out tomorrow with regulatory changes or new interpretations of
existing regulations that throw your documents into non-compliance.

The twists and turns of government regulators offers the opportunity for
siezing advantage over your competitors if your CM system anticipates such
changes, and your competitors' systems don't.
