One thing about the solution I proposed: With JavaScript, you can only set JavaScript actions for bookmarks. That means that the bookmarks would use JavaScript code (this.pageNum = #) to navigate to the page number. The result is the same when you click the bookmark; however, you should check to make sure that this is acceptable to the company that is asking you for page numbers.
