I understand how to create a rotated page. My question was to clarify why the counter does not seem to update correctly as a first reference in the section. If I insert another table title before the rotated frame, the table counters update correctly, which implies that the rotated frame containing the table is connected to the main flow. Two possible answers are: 1) design a landscape-oriented page layout for the table (my preference) or 2) place an UNTITLED table in a rotated text frame in an anchored frame (as Adam is currently doing) where the anchor is in a "TABLE TITLE" paragraph in the main flow so as to sequence correctly.
