Running Framemaker utilities from command line under Windows

Is there a way to run Framemaker utilities from a command line?  I use the Windows version of Framemaker.

The utility I need is "Convert Structured Documents" and it would be very useful if I could script a lengthy sequence of conversions.

In case it makes any difference, I use Cygwin to run UNIX commands under Windows.
