Quickeys, originally a Mac app, has been available for windows for several
years. It makes all sorts of macros and sequences, and you save them in
either a universal set or app-specific sets. Assign any key sequence you
want to launch them. I don't know about cross platform feature parity; on
the mac you can optionally/additionally save a shortcut, as it's called,
into a popup menu to execute via the list.
