I can confirm that this is not unique to 5.5.6; I've experienced it in 6 as well (and so have my colleagues). It is a persistent problem. I've been able to fix it on specific tables by setting table title to "none" and then to the correct position, but it is likely to revert. I don't think I've ever tried changing the page breaks or number of rows. It's a really bizarre problem.
