If the author really have used "freeze pagination" (and not manually made disconnected text frames), then you should be able to reverse the effect by unfreezing it. Use the undocumented shortcut Esc p z to bring up the freeze/unfreeze dialog. If that dialog doesn't report the pagination as being frozen, cancel out of it. Even when unfrozen, be prepared to do some manual work to get the document back to the shape you want it.
