Reference Pages can be used for storing "templates" for certain
elements used on the body pages, e.g. special tables and anchored
frames anchored to a specific paragraph tag. Instead of remembering
what tag to apply and to manually insert and resize a table, you
select and copy the preformatted element on the Reference page.

So, the anchoring paragraphs, table titles, and other paragraphs
part of these elements, should be included in the catalog.
But if you're asking for reasons to include paragraph tags on
the Reference pages that *only* are used there (and not copied
to the body pages), then I can only think of one possible case:
the HTML mapping tags on the HTML reference pages that guides
FM's internal Save As HTML feature. You might want to include
these in the catalogs too, to be consistent.
