Basic Portable HTML output

Do i really need to use WebWorks publisher to output a basic simple HTML
page from a framemaker document. I don't want to have css files. 
 
 
How do I turn the style sheet creation off as I save to HTML? All I want is
a simple Frame tag to html tag conversion and a few appending html lines.
