I did create Russian, Polish and Hungarian templates this year, all languages officially unsupported. Including correct index sorting. Talking about "locked characters" (I call them blind spots in FrameMaker's eyes): From the cyrillic codepage only some Macedonian and some Serbocroatian characters fall onto those, you can access _all_ characters necessary for Russian text. You need fonts that either follow strictly the Windows-1251 codepage, or you use Unicode fonts with Registry-activated FontSubstitutes. All this can be made to work with WebWorks Publisher conversion as well.
