The spacing that you ask about is determined by the position of the graphic line within its named frame on the Reference Page. Use View>Reference Pages and find the page that has all the named graphic frames for footnote separators and such. Modify the named frame that your paragraph uses to increase the space between the line and the bottom of the frame that contains it. You can do this by Ctrl-clicking the frame and dragging the handle or by right-clicking on the frame and selecting Object Properties, which allows you to explicitly set the height of the frame.
