Jane, How is the line inserted? Is it included as a frame below/above paragraph (defined in the paragraph style)? Is it just sitting in an anchored frame? If the former, go to the refernce page and increase the size of the frame containing the line, or edit the paragraph style it butts up against (not that it's associated with) and increase the space before/after as needed. If the latter, you'll have to play with paragraph space before/after or increase the size of the anchored frame according to need.
