When you import a condition its colour is imported with it BUT if a colour with the same name already exists in the destination document its colour settings are preserved. For example, document A has a condition Foo with a Foo-tone colour which is red. You import conditions from document A into document B which already has a Foo-tone colour set to blue. Now both documents have a Foo condition with a Foo-tone colour whose appearance differs in each document. This is enough to raise an inconsistent indicators error message and hence my recommendation to import colours along with conditions. Preferably, master conditions and colours should be set up in a condition control file.
