Frame 7: error log creation

Frame 7, Win2K/SP2

Here's a rarity: Running an update on a book file creates an error log
(listing certain broken xrefs, that's ok). The strange part is that for
every error and for every date entry, Frame creates a separate error log
file. Yesterday, a list of 6 error conditions resulted in the creation
of 12 log files. -- Strange happenings.
