Set up the TOC with a tab separating the topic title and the page number. When the TOC is generated, Select All and Convert to Table. The default setting is to convert each paragraph to a table row with columns separated by tags. All you have to do is to select a suitable table format, one you have created for this specific purpose. Or do you mean that the step involving generating a TOC for each chapter is too difficult. In that case, trying to make TOC paragraphs look like a table doesn't help you much.
