What you want is more like an index (even if you want it near the front of the book). I think you need to create custom markers for your figure titles, then use them to build an "index of markers". Depending on the number of figures, creating the markers will possibly be tedious (unless you automate it with FrameScript or something), but it will give you something close to what you want. Unless I am missing something, like an adequate supply of caffeine...
