Because, simply stated, Acrobat Distiller 5 has the ability to find all fonts -- including Type 1, TrueType, and OpenType -- at distillation time. Acrobat Distiller 4.0x could not find TrueType and OpenType and thus all fonts needed to be in the PostScript stream. (Note that if you are preparing PostScript files for distillation on another system, you most certainly should always include the fonts in the PostScript stream since there is the strong possibility that the "other" system's fonts won't match those on your system!) Remember, that we are talking about inclusion of fonts in the PostScript stream, not the option to embed the fonts in the PDF file.
