Why do you believe that you need an autonumber for the TableTitleLOT
paragraph tag?  This is a fine definition for the TableTitle itself.

Usually, you construct the building blocks on the reference page to
extract the table number from the individual items in the "real" files
of your book, as in (where \t is the tab character):

<$paranum><$paratext>\t..........................<$chapnum>.<$pagenum>

This would be in the paragraph tagged TableTitleLOT, and this format
does not assign an autonumber.

Given that you have paragraph numbering set to restart, I would expect

Table 4:1: UNI-FORM Export Format Data Types.........4.22
Table 5:1: Mortgage Loan Module X12#1093.............5.7
Table A:1: Phone Numbers.............................A.10
Table B:1: Available Code Values for Decoding........B.11

unless there are other items using the T: numbering series beside the
tables (and assuming these are the first table in each chapter).
