Anne: If I understand correctly, you are trying to generate chapter TOCs. In this case, generate a vanilla ToC from a chapter. You will find a ToC reference page in the generated ToC file. In the chapter file, go to the reference pages and create a new page called 'TOC'. Then copy the text frame from the generated file's TOC reference page to the chapter file's reference page. Select the text frame after it is copied and choose Graphics > Object Properties. Make sure the flow name is 'TOC'. Now you can tweak the builders and <heading_tag>TOC paragraph formats for the desired appearance. Each you generate a ToC from the chapter it will use the chapter's TOC reference page and TOC text frame, plus the special <heading_tag>TOC para formats. You can then copy and paste the chapter ToC or import it by reference as a text inset. Are you also asking for some way for the chapter ToC to update automatically? No way -- you'll have to manually regenerate the ToC unless you can write a FrameScript to sweep through the book file regenerating and updating chapter TOCs one by one.
