Translation Costs with FM+SGML

Hi Framers,

One of my clients has been told by a translation company that it costs twice
as much to have FrameMaker+SGML files translated with structure than it does
without structure. They claim that there are a number of "issues" with
Trados, S-Tagger (which they use) and structured documents that makes it
take longer. Can anyone verify this? (Sarah, are you out there?)
