This Apple promotion is for USA only, AU is not USA yet.
As a sample, we bought (in Russia) four G4 last 4 months via Apple main
distributers and have a lot of Apple coupons for "getting free Apple
commercial software". These coupons have no cost of that paper they were
printed if you buy G4 outside USA.

Agree, but I also know A LOT of designers and pre-press firms who make four
and more color HQ production on Wintel.
