Being civil servants here, we got around the problem by rigging the
printer to print on Moebus strips; this took care of even the most
stubborn of double-sided paper.  Having discovered that we could go that
far without provoking postal anxiety in printers who couldn't read the
documents, our design team made it our in-house standard that the ink for
printing on pages-that-would-otherwise-be-blank (PTWOBB) should come from
Klein bottles.
