With this scheme, you don't need numbering flows, e.g.
              Chaps     Whatever  Sects  Figs   Tables  Eqns   Steps 
Substeps
     Chapter\ <$chapnum>< >       < =0>  < =0>  < =0>   < =0>  < =0>  < 
=0>
