Have you tried googling for "bibtex framemaker"?
I don't know much about Bibtex, but this might be something:

http://www.cs.virginia.edu/~citemaker/

This is probably only for UNIX:
http://www.cs.stir.ac.uk/~kjt/software/framemaker/fbib.html

There's also something called "bibframe":
