Sharon, Your experience with a "Windows computer" will not necessarily be any worse or better than with a Macintosh. Those who have recommended Dell have many who will support such a recommendation. In terms of processor, 2 ghz Pentium 4 should be minimum you should consider. Memory is CRITICAL and also relatively inexpensive these days, especially for non-notebook computers. I would recommend no less than 1 gigabyte, especially if you are running programs such as Illustrator and/or Photoshop concurrently with anything else. In terms of graphic cards, I will defer to those who have more experience in this area, but what I will seriously warn you AWAY FROM are "integrated graphics controllers" such as those from Intel that are pasted on the motherboard and share memory with everything else. They tend to be very slow, not just for games, but even for screen redraw in Acrobat and Illustrator.
