Feather multi-columns document

Hello,
I have been using FrameMaker for 10 years and this is the first time I get
this problem.
In a 3 columns document I have to insert graphics frame. The graphics can
span one/two/three columns.

Unfortunately when you have a page with graphics inside, the feather command
seems do not work so I could  not get a vertical justification.

Is it a bug in FrameMaker 7.0? There is some workaround?
