If you used "save as PDF" in any version less than 7.0 of
FrameMaker, naughty, naughty!

Otherwise, check the settings for the Acrobat Distiller printer
instance and see whether you inadvertently set a scaling factor
for the printer in its properties. Else, follow the advice of
others to make sure use are using the correct units of measure
in all dialogs.
