What you are trying to do is a function called "imposition".
There are any number of ways to get two logical pages to appear
in one physical page. You could use the "n-up" feature of the
PostScript drivers to put "n" logical pages of a given size on one
physical page of the same size. You could also possibly hack around
with the "prologue.ps" file of the Distiller to accomplish something
similar.

There are also third party software packages that can impose
PostScript or PDF.

My favorite solution, which I also believe is most versatile, easiest
to use, and fairly affordable is to use an Acrobat plugin, Quite Imposing
(or Quite Imposing Plus) from Quite Software <http://www.quite.com/>.
You simply prepare your PDF file as normal. Using this plugin within
Acrobat you have a choice of how to rearrange the pages to produce
simple n-up layouts, pamphlets, step-and-repeat functions, books, etc.
It is not free, but is a tool very well worth licensing.
