The setting you are looking for is probably Format > Document > Text Options
where you can select which characters to allow linebreaks after.

In our manuals, we have hypertext references to Web sites. I have a
"hypertext" character tag applied to these occurrences of hypertext. The
problem occurring is that the line breaks at the beginning of the hypertext
(often in the middle of a line). Aside from a manual line break elsewhere in
the hypertext, is there anything I can do to prevent the line from breaking
at the beginning of the hypertext (http://www.........)?

EXAMPLE:
... the latest SIG from Fannie Mae's Consulting and Integration Services web
site at
http://www.efanniemae.com/singlefamilytechnology_tools/integration_services/
mp_tr_client_guide.jhtml (registration required).....
