The book file seems to initially get its paragraph tags from the first file in the book. Thus, if the tags in the paragraph catalog of this first file (e.g., a cover page) are unrepresentative of the tags in the paragraph catalogs of subsequent files in the book, you initially have a problem. However, once you perform an Update action on the book, the book file seems to acquire a full set of all the paragraph tags contained in the catalogs of all the files in the book. At that point, then, you should be able to select the TOC (or LOP) file, right click, and choose Set Up Table of Contents. The complete set of paragraph tags will then appear in the Set Up Table of Contents dialog, and you can shoose the tags you want to include.
