A page that contains an empty paragraph is certainly blank, but it is *not* empty because at some point you typed a paragraph on it. The problem you're up against is that the Master Page Usage property is part of the content of a specific page even though it doesn't produce any visible output, which means that the page is *not* empty even though it may be blank. The Master Page Usage property is something you had to deliberately apply at some point, and the designers of FrameMaker are appropriately reluctant to delete anything that the author specifically added to a document.
