Yes. In Acrobat 4, when the PDF doc is final, do a Save As... In the Save As dialog box, click Security and select Standard. In the Security dialog, select all options except printing, and enter a password ONLY for making changes. (If you enter a password for opening a doc, they can't open it without the password.) Close the Security dialog, complete the save as process, and voila. Note: Once you have made this change, if you need to change the PDF, you will need to do another Save As to access the the security dialog box and enter the password for making changes. I usually found it easier to regenerate the PDF from Frame and re-secure it.
