The attribute is not required. It is an attribute ID (defined as UniqueID) in structure that is built as part of the book file and never gets crossreferenced to and therefor never has an ID created by Frame. ARRGH! Can we get Frame to assign values? Is this why the <no value> is being exported to SGML? Is there another workaround?
