MSWord is not FrameMaker and FrameMaker is not MSWord. If you updating TOCs and
different page numbering in FrameMaker you use the Book functionality.

First rule of using a new tool is to accept it works differently than other
tools. You'll just have to sell that idea to your other users.

That being said, there have been various workarounds for chapter level TOCs
given on the list and you could try one of those. But for your purposes I think
you'll just get a headache trying to make one tool behave like another.
