Volume vs. Chapter

Is there a way to make a distinction between Volumes and Chapters in
FrameMaker v. 6? As far as I can tell, they are synonymous.

My goal is to create a single user guide that assumes the form of a single
book containing numerous volumes (or "units"), with each volume (unit)
having its own set of chapters. I want both Volume (unit) numbers and
Chapter numbers to be automatically generated. An example follows:

Unit 1
Chapter 1
Chapter 2
Chapter 3
Unit 2
Chapter 4
Chapter 5
Chapter 6
Unit 3
Chapter 7
Chapter 8
Chapter 9
Etc.

Any help would be greatly appreciated.
