It's in the Special menu also in FM 5.5 (!spb shortcut).

Don't forget the following two shortcuts that do not bring up the dialog:

Esc j P : "jump Page", start paragraph at top of page
Esc j A : "jump Anywhere", start paragraph anywhere

These two shortcuts set the Pagination/Start value for the paragraph.
