Turning off the keyboards is easy enough, but changing the script doesn't
appear to be. I'm assuming that you've got some other language kits
installed; slavic language kit, russian language kit, others?

It's proabably the other language kits that put other scripts in the menu
of the keyboard Control Panel. Short of removing them, it may not be
possible to defeat the keyboard shortcut. It's too bad they didn't put a
checkbox by that item so you could turn it off.
