The information on whether a cross-ref is unresolved or not is unfortunately *not* stored when you save a file to MIF. In fact, I think that's the only information stored in a binary FM file that isn't kept when you save as MIF. But even if you could identify them in MIF, it would not be an easy task to resolve them using MIF.
