I'm not sure that "spontaneous regeneration" is an apt description of
the effect of either of these processes since they are designed to cause
these reference pages to appear.

Ed -- I've extirpated excess reference pages a few times, with good
success 
until and unless someone imported reference pages from another document
or 
used FrameMaker's Save As HTML feature -- whereupon they seemed to 
spontaneously regenerate...
