There are a number of reasons. Here are three:

1. You don't know who might try to import format into your documents, and 
that person might decide to turn on Remove Manual Page Breaks, which wipes 
them all out. Then you're up ----'s creek.

2. When you're mapping paragraph tags during conversions to other formats, 
or converting to structured documents, paragraphs with page break overrides 
won't convert properly. At always helps to have a 1:1 mapping relationship 
wherever possible. Consequently, having a Page Break format is the only way 
to reliably convert them (to whatever you want them to be).

3. If you want to find all forced page breaks in a document, you can easily 
find them all. You can't use Find/Replace to search for a specific format 
override to a paragraph format.
