When you insert a cross-reference to a paragraph, FrameMaker checks
if there already exists a Cross-Reference marker in that paragraph.
If there is one already, it's used for the new cross-reference, and
no new marker is created. If there isn't one, a new marker is created.

So, it doesn't matter, you won't get "double" markers if you keep them.
On the other hand, FrameMaker doesn't delete a cross-reference marker
if it's not used anymore, so if you want to avoid seeing markers that
aren't used, you may very well delete them to make sure.
Either way, it won't help or hinder you in creating new cross-refs.
