I see two options for you: 1) Use variables instead of Running H/F in the headers, and in the beginning of the manual. If you need to change the text, change the variables and import variables only into the book. 2) In each file, include "invisible" paragraphs that contain cross-references to the text in the beginning of the manual. Then use Running H/F's to pick up the text from these "dummy" paragraphs (in the same file). Or, replace the Running H/F's with cross-references directly to the texts in the beginning of the manual. Which of the options you choose depends on your personal preference, how you want to maintain the information, and how you want links to work in PDF and/or HTML. For instance, a cross-reference in a header/footer on a masterpage will become a live link on each page in a PDF. Also, if you include cross-refs in a header/footer, and the files you cross-ref will differ between the files in a book, then a book import of master pages will probably break such cross-refs.
