Multiple Flow Insertion Point Default

If a document has multiple flows, FrameMaker places the insertion point
when a document is opened. If FrameMaker places the insertion point in a
secondary flow in a generated-file, the generated content appears in the
wrong flow. Most files default to the primary flow, but a few do not and I
cannot figure how to fix them. Can someone tell me what attribute controls
where FrameMaker places the default insertion point in multiple-flow
documents? Thanks.
